Service Plan
The District has a Service Plan that is updated every 10 years. The Plan’s major components are:
- Security & Public Safety.
- Visual & Area Image.
- Marketing & Enhancing the Perception of the Area.
- Planning & Infrastructure.
- District Operation & Administration.

Commercial Property Assessment
Services are funded by an assessment on commercial property owners within the District’s boundaries. This is how the assessment is calculated:
- The assessment is only on commercial property.
- Values are based on the current-year, certified value of real property.
- Utility Tax Service, LLC sends statements to commercial property owners (based on Harris County Appraisal District rolls) and collects the assessment.
- Contact Utility Tax Service, LLC Monday through Thursday from 8:30 a.m. to 5 p.m. at 713-688-3855 or via their website.
- The assessment is $0.10 for every $100 valuation.
