GNMD Office Mural – Call for Artist

Concept and Site:   The Greater Northside Management District (GNMD or “District”) is a political subdivision created by Texas State Legislature to help promote economic development, improve the quality of life for commercial property owners, and create opportunities for new development. The District recently moved into new offices at 615 North Loop E, Suite 104, Houston, Texas 77022.  We are looking for a mural to be created in the front office entrance for a wall that measures approximately 140 square feet.  We are searching for a mural that represents the Greater Northside area and will encompass our uniqueness, traditions, and growth.  We desire an artist who is familiar with our neighborhoods, businesses, culture, and history.

Design Phase:  Artist may be asked to participate in additional meetings with the District to help shape the final design. In an attempt for fairness and to allow public participation we have the following process we wish to follow:

1. Submittals of an initial and simple rendering.

2. After the initial submittals are received, a panel of staff and board members will choose three renderings.  Each of those final three chosen will receive $100.00 for final rendering. 

3. After the three final renderings are submitted, GNMD will have a period of public comment.  We will seek comments through social media and at various existing neighborhood and community meetings. 

4. We will have public comments for a period of three weeks at which time the final design will be chosen. 

5. The artist with the chosen design will receive payment for completion of Mural in the amount of $700.00

6. Mural will be complete as soon as possible.

Small Panel Review Week of April 1, 2019

Communicate Finalist Friday, April 5, 2019

Community Review Weeks of April 5 – April 30, 2019

Mural Finalist Chosen Friday, May 3, 2019 

Mural Completion Friday, May 17, 2019

Ribbon Cutting Friday, May 31, 2019

Budget: The (Top 3) Artists whose rendering are chosen for community review will each receive a payment of $100.00 for design submitted.  The budget to produce the mural is $700.00. The budget includes all artists’ fees and labor, mural making supplies, and equipment. 

Eligibility:  The call is open to artist or artist collaboratives over the age of 21 – with priority given to an artist who have experience creating murals and possess strong design and painting skills. 

Preference is also given to those artists who reside in Northside.  Artist must be able to meet a contractual requirement, including adhering to project timeline. 

Business Requirements:  All Artists are required to provide proof of Liability insurance.  

Requirements:  The Call for Artist is limited in length to ten (10) 8 ½ x 11-inch pages and must be mailed or hand delivered to Greater Northside Management District, 615 North Loop East, Suite 104, Houston, Texas 77022. Submittals by email or other electronic means will not be accepted. Three (3) paper copies and one (1) digital copy on a flash drive is required and must include the following information: 

Cover Letter:  The letter must be signed by the person(s) authorized to legally bind the artist and should include:
Understanding of the Project and Work Approach:  Based upon the Concept and Site (above), outline artist approach to the design and implementation of the proposed mural.

Key Personnel:  Describe the proposed team members and any sub-consultants with a description of the specific responsibilities of each person or sub-consultant relative to the design and implementation of the project. 
Experience with Similar Projects:  To demonstrate its experience, the respondent should include a brief summary of each project, the project location, client name, and telephone number or a website that includes previous projects. Providing project profiles and graphic images of similar projects are encouraged.

Mural Rendering:  A mural that represents the Greater Northside area and will encompass our uniqueness, traditions, and growth. 

Artist Resources & Availability:
Describe the availability of the artist to commit the personnel and resources necessary to carry out the project and to begin and complete work.

Questions concerning this Call: All questions about the meaning or intent of this Call are to be submitted in writing or by email to 

Interpretations or clarifications considered necessary by GNMD in response to such questions will be issued by Addenda e-mailed or delivered to all parties recorded by GNMD as having received this Call for Artist.  Addenda may be issued to clarify, correct, or change this Call for Artist as deemed advisable by GNMD.
